It's been nearly 18 years since my sister, Maggie O'Connor, disappeared without a trace. Over those 18 years, the Ministry has done the bare minimum to help find her. I've been told time and time again that she was an adult who left a note and who is allowed to disappear of their own accord. But to be completely truthful, I find that answer alarming and quite frankly, unacceptable. As I have said many times before, she was an 18 year old girl who was in a vulnerable state of mind, as any one would be after a werewolf attack. Her mind was not in the place it should be to make life altering decisions, like disappearing off the face of the earth.
For the last two decades, my family has taken on the responsibility of trying to locate her, getting little assistance from the Ministry of Magic despite our pleas. I understand she is not considered high priority with all that is happening in the world, but in my opinion, she should be. She is a witch. She is a magical creature. She was a young woman at the time of her disappearance and she mattered. She still does and that is why I am asking for help. Though I am doubtful it will come.
I know that Interpol isn't tasked with locating missing people, however I am asking whoever receives this owl to at least consider it. Imagine if this was your own loved one, or someone near and dear to your heart. Imagine spending every birthday, every Christmas, for the last 18 years, wondering where they could be - if they were even alive.

We apologize for the delay in processing, as the Ministry receives thousands of such calls and letters every year and struggles at times to handle the workload with understaffed offices and subsequent bureaucratic backlog. As a result, it can often take several months or years for files to be assigned to a caseworker in order to properly begin an investigation. Nevertheless, there has been a grave oversight of justice in investigating Ms. O’Connor’s case. Your sister’s file must have been initially designated to the lowest priority level and appears to have since fallen through the cracks in our gradual digitization of our archives. I can find no digital record of Ms. O’Connor’s disappearance, and the relevant paperwork appears to have been misplaced as well, since I cannot locate her file. As such, it has proven impossible to start an investigation without adequate background knowledge regarding her initial disappearance. Although my unit does not primarily handle missing person cases, I cannot ignore the injustice your family has suffered these past years. As a result, I have added your sister’s name to my list of active cases, as I am permitted a certain number of cold cases per term. I cannot promise you the results you may want after so many years of inaction, but I will invest my entire effort into locating your sister and piecing together what happened. [googlefont=Libre Baskerville] missing person Dear Ms. Rivera, I have to admit that when I received an actual response from the Ministry this morning, I was taken off-guard, however, I am very pleasantly surprised to see that somebody within the organisation is interested in helping me to locate my sister. Thank you, Ms. Rivera, from the bottom of my heart. My family and I appreciate you wanting to look into Maggie's case more than you will ever know. Although I recognise this is not your fault, I feel compelled to say that whilst I understand that the Ministry is overwhelmed and overworked alot of the time, it is a grave miscarriage of justice for any witch or wizard's files to go missing. I hope that the Ministry is able to implement strategies in the future to prevent this from happening again as it causes a lot of heartbreak to know that your loved one's case seems insignificant enough for files to go missing and for nobody to have noticed until now. I am happy to provide you with all that I know although due to my lack of training in investigation, I can only give you the basics. I hope they help regardless. On the 12th of August, 2007, my sister and I went out for drinks at The Three Broomsticks in Hogsmeade. At the end of the night, Maggie and I decided to walk back to Maggie's place instead of apparating because it was a nice night out and we'd had a few to drink anyway. As Maggie got up the steps to her place, I watched to make sure she got in safely when she was attacked by a rogue werewolf - I managed to get them off her and alert the authorities ASAP, but by the time we made it to St. Mungo's, we discovered that it was too late. Maggie had been bitten and would be a werewolf come the next full moon. Maggie spent a few days in hospital. She was down, but that was to be expected and my family and I expected that whilst it would take her a while to process what would happen... she'd be alright. On the morning of the 15th of August, I went to visit her only to be told that she signed herself out. When I returned to my apartment, I found a note that said, 'Need time to find myself. I'll stay in touch.'
When I told the Ministry, they said that she was an adult who'd left a note and there were no signs of foul play. They couldn't do anything. After months of waiting, I decided to pack up and go to America to search for her - she always spoke about wanting to go there one day. Whilst working at Ilvermorny, I spent my free time searching all around America for her. During the holidays, I returned home to the UK and looked for her here as well. I've never had any success at locating her - there's never been a hint of where she could be. I've enclosed a photograph of her from the 12th of August, 2007 - it's the most recent photo I had before she disappeared. I've also included one I sourced from a digital artist who specialises in age progression photos. They believe that's what she would look like now at 36 years old. 26 December 2025 Dear Mr. O’Connor, You are completely correct – there has been a grave oversight regarding your sister and I apologize that I can offer no better explanation for why your family has been allowed to suffer for so long. Rest assured I have already lodged a complaint with my supervisor and intend to follow-up after the holiday season. Unfortunately, these bureaucratic errors are an inescapable disadvantage of an organization as expansive and overbooked as the Ministry. Sometimes the proper communication between departments simply doesn’t occur. However, I intend to seek out and provide at least some answers and closure for your family. I have already taken steps to acquire Ms. O’Connor’s records from St. Mungo’s and compile a new file on her disappearance. I have also reached out to my counterparts in MACUSA to coordinate our search. I will be frank with you, however. The limited information I have received about your sister does not suggest someone with the frame of mind or resources to have traveled so far, particularly while avoiding any governmental detection. I intend to focus my search more locally. I am missing additional documentation that may assist in creating a fuller picture of your sister’s life. At your earliest convenience, please forward any files we may not have on record – birth certificate, dual citizenship papers if applicable, travel documentation (passports, records of previous trips or locations she may have traveled to prior to her disappearance), and her school record. I would also like to schedule an interview with you and your mother to collect memories to review in a Pensieve, with your consent. Examining firsthand the last few days before her disappearance, including the attack, may yield more information you may not have considered relevant at the moment. I understand this may cause additional stress and pain to review these memories after so many years of inaction on her case. I cannot express how grateful my family and I are towards you. Even if your efforts to locate Maggie come up short, the fact that you've lodged a complain - no doubt, one that will be paid more attention to than ours over the last few years - is very much appreciated.
Please, be as frank as you need to be. Initially, I was doubtful that she would travel so far, but as Maggie had her apparation license when she disappeared and a small amount of savings burrowed away, I assumed that she would be able to at least try and have a fresh start in a new country. But if you believe her frame of mind indicates otherwise, I'm in favour of you searching wherever you need to. Just let me know if there's anything I can do to be of assistance.
I've forwarded copies of her birth certificate and her school record, you'll find them enclosed along with this letter. We never left the UK as kids so as far as I know, she wouldn't have a passport and we're both Irish citizens. My mother and I both fully consent to reviewing our memories in a Pensieve, anything we can do to help. Would you like my father there as well? He and my mother both saw Maggie in the days leading up to her disappearance whilst I only saw her on the day of.
